Every person constructing or improving a road shall stabilize the excavated soil and the embankments by soil stabilization techniques harmonizing as far as possible with the natural surroundings, taking into account the intended purpose, where the erosion of such road entails a risk of carrying sediments into a watercourse, a lake or a fish habitat. Such stabilization techniques include, in particular, reforestation, restoration of the ground cover, gabions and riprap using a geotextile membrane where required.
